Huang Xiaowei Joins Panel Discussion of 3rd Session of 13th CPPCC National Committee

Huang Xiaowei, a member of the 13th National Committee of the CPPCC, Secretary of the Leading Party Members' Group, Vice-President and First Member of the Secretariat of the the All-China Women's Federation, joined a panel discussion attended by national political advisors from the Communist Party of China sector at the third session of the 13th National Committee of the CPPCC, in Beijing on May 24.
Huang said that the women's federations should adhere to the guiding principles of Xi Jinping's important speeches, and unite and guide women to firm up their confidence and contribute their strength to the epidemic prevention and control work and economic and social development in a bid to win the decisive battle against poverty, build a moderately prosperous society in all respects and achieve the annual goals.
Focused on the topic of social security for urban residents, Huang suggested that coverage of the policy of free screening of the breast and cervical cancers (the "two cancers") be expanded to right-age women who receive basic subsistence allowances in urban areas.
Huang said that the free screening of the "two cancers" project was initiated by the National Health Commission, the Ministry of Finance and the ACWF in 2009, and that implementation of the project has truly benefited women in rural areas.
To date, 95 million free screenings of cervical cancer and 30 million free screenings of breast cancer have been given to rural women, which has helped improve their health conditions, Huang said.
Noting that over 2.8 million urban impoverished women of the right age who receive basic subsistence allowances are still not covered by the favorable policy, Huang suggested that a long-term mechanism should be established to offer free screening of the "two cancers" to urban impoverished women of the right age every three to five years, so as to prevent more women from acquiring diseases through early prevention and treatment and better facilitate the building of "Healthy China."
